Job Title: Housing Land and Property Officer (HLP Officer)

Location: Maiduguri, Borno with at least 80% travel to project locations in Dikwa, Ngala, Damboa, Gowza, Bama and other LGAs as open up.

Program/Department Summary

  • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the Northeast of Nigeria and causing displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. With funding from institutional donors, foundations and private corporations, Mercy Corps continues to provide assistance to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.
  • With the recognition of the protracted crisis in Northeast Nigeria, Mercy Corps’ strategy and expansion plans aim to address the root causes of the crisis and seek to build long term resilience of communities with integrated programs focusing on the recovery of markets and livelihoods, social cohesion and social protection, and youth empowerment with emphasis on adolescent girls and boys. With multiple funding streams from large institutional donors and foundations, Mercy Corps’ programs in Northeast Nigeria continue to scale up and serve communities by transitioning them from humanitarian aid to early recovery programs.

General Position Summary

  • HLP issues remain relevant during all stages of displacement and if not adequately addressed, the potential for land conflicts will be high during return and reintegration. Addressing HLP will provide an opportunity to ensure that the rights of displaced populations (IDPs and host communities) are respected and protected.
  • The Housing, Land and Property Officer will oversee housing, land and property concerns in relation to Mercy Corps-constructed shelters. The HLP Officer is thus responsible for providing legal advice and assistance in the area of housing, land and property directly to beneficiaries and as well as to Mercy Corps’ shelter and protection teams. The officer will ensure adherence to Mercy Corps’ policies and guidelines and will be responsible for ensuring that shelter activities are conducted in compliance with Nigerian housing, land and property law.
  • The HLP Officer will seek to facilitate a more inclusive and effective HLP response while abiding to humanitarian and ‘do no harm’ principles. The HLP Officer will give particular attention to increasing security of tenure for both IDPs and host communities with a view to protect against rights violations, such as forced evictions, and contribute towards durable solutions, sustainable housing, increased land tenure security and property rights.

Essential Job Responsibilities

  • Provide legal assistance i.e. facilitate negotiation to the shelter rehabilitation beneficiaries, where disputes arise between them and building owners or local authorities. Provide beneficiaries with assistance to realize their housing, land and property rights.
  • Review and outline legal and policy frameworks governing HLP rights of displaced persons, returnees and host communities from a domestic legal perspective. Compile up-to-date information on relevant HLP laws, procedures, and practices.
  • Outline the normative framework of international, regional and national policy on HLP rights as applicable to Northeast Nigeria.
  • Identify and document specific challenges facing IDPs, returnees and host communities in exercising their HLP rights. This includes gender, age, diversity issues and how they relate to HLP violations.
  • Map HLP issues in areas of return providing an overview of the nature of issues, the effects, who is affected and the current response taking into account IDPs, returnees, and host communities. Conduct field visits to capture the views of beneficiaries including women and of key stakeholders (statutory, customary and religious authorities, protection actors, etc.).
  • Provide recommendations to effectively protect HLP rights of IDPs and host communities as well as to address programmatic gaps in order for Mercy Corps to address HLP issues affecting displaced and host communities.
  • Ensure shelter stakeholders i.e. Mercy Corps, building owners, displaced tenants and/or local authorities understand and agree to enter into and abide by tenure agreements, and ensure that all documentation in relation to these agreements is available before implementation of shelter rehabilitation works.
  • Advocate for recognition of the HLP rights of displaced persons particularly security of tenure – when engaging with building owners, local authorities and humanitarian partners.
  • Report on any problems encountered in the field such as shelter beneficiary complaints, local authority interference and security threats to MC staff and activities.
  • Produce reports, including spreadsheets, reflecting voucher and cash grant distribution, geographic area, number of beneficiaries and any other information relevant to the programme.
  • Conduct post-rehabilitation occupancy monitoring to ensure ongoing security of tenure for shelter beneficiaries. Work with the M&E team to undertake regular monitoring & evaluation of HLP activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes.
  • Monitor and evaluate effectiveness of activities and make recommendations for improvements.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission in Nigeria.
  • Carry out any other duties as assigned.

  • Ensure compliance with all Mercy Corps finance regulation in carrying out activities.

Influence & Representation:

  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Accountability to Beneficiaries:

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Knowledge and Experience

  • A university degree in law preferred; alternatively, a degree in social science, political science or related subject will be considered. An advanced degree would be an additional advantage.
  • Minimum of 2 years of relevant experience working in supporting HLP rights in humanitarian response or development contexts required – negotiating with building owners and/or local authorities, providing legal assistance to vulnerable beneficiaries, shelter sector in Nigeria.
  • Familiarity with HLP laws, procedures and practices in Nigeria.
  • Ability to work under pressure, independently and show initiative, with limited supervision.
  • Strong interpersonal and communication skills; ability to develop good relationships with a range of diverse local stakeholders, private sector actors, the Government and partners.
  • Experience representing the organization and its interests to a diverse range of local stakeholders, private sector actors, the Government and partners.
  • Experience working in the humanitarian sector, in complex and volatile contexts.
  • Experience in legal research including international and national legal concepts and collating legal data.
  • Excellent oral, written and computer skills.
  • Fluency in English, Hausa and/or Kanuri essential.

Summary

  • With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is expanding its humanitarian programming to support the conflict-affected population.  As a result of the wide-scale needs, Mercy Corps is scaling-up food security, non-food items, nutrition, protection, livelihoods, and water sanitation hygiene (WASH) activities in Dikwa, Ngala, Damboa, Gwoza, Bama and Jere Local Government Areas in Borno State to address emergency needs

Position Summary

  • Mercy Corps is looking for an Operations Officer responsible for leading the operations function in Gwoza Office.
  • Ensures to maintain the operation field support function in a timely manner.
  • The operations officer oversees all arrangements and coordination for program support logistical duties.

Essential Job Functions
Procurement:

  • Read and has clear understanding of the Mercy Corps Field Procurement Manual and all procedures;
  • Lead Mercy Corps daily Procurement Activities in Gwoza Office to meet program and country mission objectives in a timely manner and in accordance with Mercy Corps guidelines and donor regulations;
  • Possesses a full understanding of MC procurement policies and formats. Provide training to new staff on these policies and provided refresher training as gap in staff knowledge are identified;
  • Assists staff  as needed on creating clear and understandable purchase requests (PR)  and other documentation;
  • Collects quotations and bids from the market for PR-s with support from Senior Operations Officer in Maiduguri – as per Mercy Corps standards and formats;
  • Conduct regular market survey at least every quarter with coordination and support from Operations team in Maiduguri;
  • Interact with vendors during collection of quotations – explain Mercy Corps formats and ensure that vendors will use the provided forms;
  • Ensures fair competition and strictly adhere to Mercy Corps procurement rules regarding vendor relations as described by Mercy Corps
  • Interacts with contractors, in coordination with the Operations Manager Maiduguri and Program Managers;
  • Ensures that the required documentation of supplies and transactions are completed to Mercy Corps standards. Maintains and updates the procurement files

Assets:

  • Read and has a clear understanding of the Mercy Corps Asset Management Manual and all procedures;
  • Assists the Asset Controller with asset management. Identify assets during the course of procurement and notify the Asset Controller on receipts of assets;
  • Participates in regular assets inventory and checks.
  • Ensures that all the assets are maintained and in good condition. Check assets stickers regularly;
  • Maintain inventories of Mercy Corps premises (non-expandable properties) conduct regular checks (quarterly);
  • Advise Operations Manager Maiduguri on any broken, damaged or destroyed equipment;

Fleet:

  • Read and has a clear understanding of the Mercy Corps Fleet Management Policy Guidelines;
  • Ensure that all vehicles are safe and road-worthy;
  • Ensure that all vehicles have proper on-board vehicle documentation;
  • Schedule vehicle use to meet programmatic and operational needs;
  • Ensure Vehicle Authorization is approved before leaving Mercy Corps Office;
  • Oversees the vehicles movement plans;
  • Maintains vehicles documentation, including log sheets, repairs logs and schedules
  • Monitors vehicles fuel consumption
  • Coordinate with HR in Maiduguri to ensure proper tracking of drivers HR files;
  • Oversees the generator and inverter operation, monitoring the servicing schedule

Administration:

  • Read and has a clear understanding of the Mercy Corps Field Administration Manual and all procedures;
  • Liaises with Operations Manager on renewal of Gwoza office rental agreements;
  • Establishes and maintain appropriate filing systems for office correspondence.  Receive and dispatch mail;
  • Ensures that the office is run in a professional and responsible manner including hosting guests, cleaning, receptionist duties and general contact and liaison with outside agencies.
  • Ensures that office has sufficient office supplies.
  • Co-ordinates any other necessary administrative and office management details.
  • Makes all necessary travel and logging arrangements for Gwoza visitors
  • Oversee the management of office consumable (office materials like: stationary, cleaning & hygiene,): that will include: collecting the requests on monthly bases, maintaining the stock, monitoring the use.
  • Facility management ( cleaning, equipment repairs, utilities, water supply, green office considerations, facility keys management etc)
  • Administrating communication, ensuring internet, printers are working, staff has enough phone credit.
  • Collect HR related documentation and liaise with the Maiduguri office on HR tasks
  • Monitor the generator and inverter operation, monitoring the service schedule;
  • Monitor generator fuel consumption
  • Responsible for oversight of vehicle rentals including tracking of leases and payment.

Operations Management – Security:

  • If needed, conduct security risk assessments of core operational features and record and report findings;
  • To ensure that compound guards remain an effective and credible deterrent;
  • To ensure through comprehensive briefings, that all staff and visitors to are fully appraised of the risks, the prevailing security situation and any security procedures.
  • To manage and maintain all security communications equipment;

  • Carries out other duties as assigned.

Qualifications

  • At least 3 years’ experience in Logistics, Admin and Procurement Management, Business Management, or related field ( with international NGOs is an asset)
  • Two to three years’ experience in logistics and procurement with strong organizational skills, ability to maintain the procurement and logistics filing system, ability to interact effectively with international and national personnel, adaptability to unanticipated circumstances,
  • Microsoft Office computer skills and experience with using email.
  • Proven ability to solve problems independently without supervision
  • Ability to communicate in English and Local language.
  • A demonstrated ability to multi-task and process information into action as to not delay program activities. A clear understanding of procurement ethics and donor compliance is essential.
