Functional Responsibilities
Summary of functions:
His/her duties include:

  • Analyze cost implications and logistics for safe delivery both internationally and nationally.
  • Develop a quality assurance plan for health product procurement and ensure that it is followed.
  • Develop Standard operating procedures for physical product inspection and sample collection and coordinate with these key stakeholders.
  • Support implementation for standard operating procedures to ensure Good Storage and Distribution practices.
  • Develop the terms of reference for acquisition of an independent WHO prequalified or ISO 17025 laboratory for quality control testing of various health products.
  • Ensure the collection of samples, quality control and analysis of stocks and coordinate and follow up results with the laboratory.
  • Coordinate the gap analysis of quality control testing results with respective stakeholders and collaborate settling of any disputes that may arise
  • Ensure the close coordination of logistics activities and support NMEP which will conduct the customs clearance of internationally procured goods.
  • Solicit and review all shipping documents for completeness and work with the respective suppliers to ensure all necessary adjustments are made in time.
  • Support NMEP to ensure that all pharmaceuticals are stored and distributed following Good Storage and Distribution Practices according to WHO.
  • Conduct spot checks to monitor distribution activities on the project.
  • Ensure that all logistics actions are conducted as required by UNOPS according to UNOPS Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;
  • Support the team with alignment with the government of Nigeria and FMOH’s various requirements for Health product importation.
  • Other duties as may be assigned by the supervisor.

Impact of Results

  • The key results have an impact on the overall efficiency of the logistics management and success through the introduction and implementation of operational strategies.
  • Strategic approach to logistics management, effective and efficient support and timely and appropriate delivery of services to ensure client satisfaction and overall effective delivery of the Malaria Elimination project.

Education / Experience / Language requirements:
Education:

  • Advanced University Degree (Master’s or equivalent), in Pharmacy, Business Administration, Supply Chain Management, Procurement, Logistics Management or other related field is required.
  • A Bachelor Degree In Pharmacy, Business Administration, Supply Chain Management, Procurement, Logistics Management or other related field in combination with additional 2 years of relevant experience may be accepted in lieu of the advanced university degree.
  • A relevant Professional Supply Chain, Logistics or Procurement Qualification would be considered an asset.

Work Experience:

  • A minimum of 2 years of professional-level experience particularly in Health Logistics, operations management, supply chain management, warehouse management or other health related fields is required.
  • Knowledge of Good storage and Distribution Practices established by the World Health Organization would be an asset.
  • Knowledge of UN rules and regulations, particularly UNOPS procurement procedures would be an asset.
  • Language Requirement
  • Fluency in written, reading and spoken English is required.
  • The minimum experience mentioned above should include knowledge of Nigeria’s FMOH requirements importation, customs clearance and national distribution system is mandatory.
  • Experience in working with Incoterms or International Commercial Terms is strongly desirable,
  • Experience in the use of google software packages (Google Doc, Sheets and Slides) and experience in handling web-based management systems is an added advantage.
  • Knowledge of international pharmaceutical and supply management systems would be an asset.
